Do the Welsh regulations really need a page?
They need a paragraph in every page and one page of their own. The rules on rented homes and the way building control works here are not the same as across the bridge, and every firm ranking above you today has copied its copy from England. That is the gap.
Conversion work for landlords is the steady money
Then write it as its own page, because the question a landlord is searching is whether the conversion needs planning permission in that part of Cardiff. Answer it honestly and the enquiry that follows is from somebody with four houses, not somebody price-checking one.

So use names. Canton, Roath, Llanishen, Whitchurch, Cyncoed, Pontprennau. And note out loud that CF3 reaches into Newport's edge and CF15 north into Rhondda Cynon Taf and Caerphilly — a quarter of the city's numbering is somebody else's building control.
Should the site be in Welsh as well?
Only if you can answer the phone in Welsh. A bilingual site that leads to an English-only conversation reads worse than an honest English one. What does matter here is naming the district — Cathays, Roath, Llanishen, Whitchurch — because Cardiff addresses jump about and the district is how people describe where they live.
